How to get content removed from Instagram
Instagram has several separate removal routes and they do different things. Picking the wrong one is the commonest reason a report comes back rejected. This sets out each route, what it actually removes, what to do when it fails, and the legal duties behind it in the US, the UK and the EU.
ABSTRACT
Intimate imagery, impersonation, your own stolen photographs and harassment each go through a different channel, with different evidence and different identity checks. A rejected report is not the end: Meta runs an internal appeal, the Oversight Board takes a narrow set of cases, and in the EU a certified body reviews decisions free of charge. A statutory removal deadline exists in the US and not in the EU.
Every form, duty and deadline below was checked against its primary source on the date shown: the Instagram Help Centre forms, govinfo, legislation.gov.uk, Ofcom, EUR-Lex, the European Commission, the Irish Data Protection Commission, StopNCII.org, NCMEC and Google Search Help.
Contents
01The first 48 hours
- Record the post and the account before anything is deleted.
- Report in the app on the item itself, not from a help page.
- If the material is intimate, register a hash against future uploads.
- If you took the photograph, file the copyright route in parallel.
- Ask Google to drop the URL from Search. That is separate.
- Keep every reference number. Appeals need them.
Do not message the account, and do not ask friends to mass-report; Instagram judges the report, not the volume. Where someone demands money or more images, the Instagram Help Centre advice is to report, block and contact local law enforcement.
02Build the record first
Instagram forms ask for a link, not a description. A report that cannot be located is closed without review, and once the account goes the post is unreachable although copies are not.
Per item
- The post, Reel or Story permalink from the address bar.
- Username, display name and profile URL.
- A full-screen capture showing the address bar and date.
- Caption, hashtags and tagged accounts.
- Date, time and time zone of capture.
- Which rule you say it breaks, in one sentence.
03What the in-app report reaches
The in-app flow is the only route that reaches a specific post, comment, Story, Reel or message, and it is where Instagram sends most reporters back to. The Community Guidelines it applies prohibit nudity, impersonation, harassment and posting photos or videos belonging to someone else.
It is also the weakest route for evidence: no attachment, no written statement. Where a form exists for your situation, use that as well. On 24 October 2025 the European Commission preliminarily found Meta, for Instagram and Facebook, in breach of its duty to give users simple mechanisms to notify illegal content and to challenge moderation decisions.
04Which route for which content
| Content | Route | What it removes |
|---|---|---|
| Intimate image of an adult | In-app report plus the US removal request form | The item, and under US law known identical copies |
| Deepfake intimate imagery | Same routes; California residents also have a specific harms form | The reported item only |
| Account pretending to be you | Impersonation form, with photo ID | The account, one per report |
| Your own photograph reposted | Copyright report | The post, with a counter-notice route for the uploader |
| Harassment or abusive messages | In-app report on the comment or message, then block | The item; repeat breaches can cost the account |
| Photo of a child posted by a stranger | Help Centre form, no account needed | The item, if a link is supplied |
05Impersonation and the ID check
Only the person impersonated, or someone authorised to act for them, may file, and each report covers one account. The form asks for the reported username, the real username and photo identification, including a photograph of you holding your ID.
Instagram states the ID is used only to confirm identity, is stored securely, is not visible to anyone on Instagram and is deleted within 30 days. Parody and fan accounts are treated differently, so say plainly that the account presents itself as you.
06Hash-blocking future uploads
A report acts on one address. A hash is a fingerprint of the file, which participating companies match against new uploads, including copies you have never seen. Both schemes are free and the file never leaves your device.
- StopNCII.org, run by SWGfL, is for people who were 18 or over when the material was made. It uses PDQ and PhotoDNA for images and MD5 for video, takes 20 files at a time, and shows a case status after three to five days.
- Take It Down, run by NCMEC, covers material made when the person shown was under 18, on participating public or unencrypted platforms.
- Keep the case number and PIN; StopNCII states it cannot recover either.
Hashes reach only the companies on each scheme's participants page, so check that list before relying on it. StopNCII warns that cropping, filters or clipping can defeat the original hash, and the new version has to be hashed separately.
07Your own photo: the DMCA route
If you took the photograph you hold copyright in it, and a copyright notice is a legal demand rather than a policy complaint. Under section 512 of the US Copyright Act an effective notice needs a signature, identification of your work and of the infringing material with enough information to locate it, your contact details, and statements of good faith and of accuracy under penalty of perjury.
If the uploader counter-notifies, the provider must pass you a copy and may restore the material not less than 10 nor more than 14 business days later unless you have filed a court action. Your notice details reach the uploader, so avoid this route if you need to stay unidentified.
Copyright does not help where someone else took the picture, the usual position with images shared in a relationship. Then the intimate imagery and privacy routes are the ones that apply.
08When the report is rejected
- Request a review inside Instagram. Every later route requires it.
- File again with better material: a clearer link, the exact rule, a written statement, the earlier reference number.
- Switch route. A form and an in-app tap are assessed differently.
- In the EU, take the decision to the Appeals Centre Europe, certified by Coimisiun na Mean. It covers Instagram, Facebook, Threads, TikTok, YouTube and Pinterest, is free in the EU, and reviews cases where a platform took no action.
- Appeal to the Oversight Board once Meta's own appeal is exhausted. It chooses which cases it takes.
The difference matters. Appeals Centre decisions are not binding, though platforms are expected to engage in good faith. Oversight Board decisions on an individual piece of content bind Meta unless carrying them out would break the law.
09Legal duties in the US, UK and EU
| Where | Instrument | What it requires |
|---|---|---|
| US | TAKE IT DOWN Act, Public Law 119-12, enacted 19 May 2025 | On a valid request the platform must remove the depiction within 48 hours and make reasonable efforts to identify and remove known identical copies. The FTC treats failure as an unfair or deceptive practice. |
| UK | Online Safety Act 2023 illegal content duties | Ofcom states services had to complete illegal content risk assessments by 16 March 2025 and apply safety measures from 17 March 2025, must remove illegal material quickly once aware, and must take down non-consensual intimate images. |
| EU | Digital Services Act, applicable to all platforms since 17 February 2024 | Hosting providers must run easily accessible and user-friendly notice and action mechanisms and inform you of the decision without undue delay. No fixed number of hours applies to an ordinary notice. |
A US notice must be signed and in writing, identify the depiction, state a good-faith belief that it is non-consensual and give contact details. The Act expressly allows an authorised person to file for the individual depicted.
In the UK, sharing or threatening to share a photograph showing another person in an intimate state without consent is an offence under section 66B of the Sexual Offences Act 2003, and for a threat the prosecution need not prove the photograph exists. In the EU a precise, substantiated notice is what gives the provider actual knowledge of illegality without a detailed legal examination. A GDPR erasure request can run alongside it; the Irish Data Protection Commission describes erasure as due without undue delay where data were unlawfully processed.
10Search results and re-uploads
Removing the post does not clear the search result, and clearing the result does not remove the post. Google Search runs a removal policy for personal sexual content, real or fake, including pages that wrongly associate your name with sexual content.
- File at Google Search Help and list every URL. Google states it can only remove content from search results pages, not from the hosting site.
- For sexual imagery Google says duplicate removal is standard procedure, and the form lets you opt out.
- Re-check the account and the hashtags you recorded; re-uploads arrive under a new handle within days.
- EU decisions on reported content are published as statements of reasons in the DSA transparency database, searchable by platform for the last six months.
SARAZIM LLC handles this administrative work: evidence capture, the correct route for each item, hash registration, search removal, appeals and monitoring. It does not practise law and is not your legal representative.
Frequently asked questions
Will Instagram tell the person I reported them?
Not for a policy report. A copyright notice is different: if the uploader counter-notifies, the provider must send you a copy, and your notice details reach them.
Do I have to send ID to report impersonation?
The form asks for photo ID and a photo of you holding it. Instagram states the ID is stored securely, is not visible on Instagram, and is deleted within 30 days.
How fast must Instagram act on intimate imagery?
In the US, within 48 hours of a valid removal request under the TAKE IT DOWN Act. There is no equivalent fixed deadline in the EU.
Can someone else report for me?
Yes for impersonation, where an authorised representative may file, and the TAKE IT DOWN Act also allows an authorised person to send the notice.
The post reappeared. What now?
Report the new item with the earlier reference number and register a hash, the only mechanism acting on uploads you have not found.
Does registering a hash upload my photo?
No. StopNCII and NCMEC both state the file stays on your device and only the hash is sent.
Instagram rejected my report twice. Is that final?
No. In the EU the Appeals Centre Europe reviews platform decisions free of charge, and the Oversight Board can take a case once Meta's appeal is exhausted.
Is a Deepfake treated like a real photo?
Instagram lists Deepfake intimate imagery as its own reporting reason, and the US Act covers digital forgeries. Say in the report that the image is fabricated.
